A.      Summary

The Kitselas Council has created a People’s Assembly as a venue to provide information and to seek recommendations from the Kitselas membership on major issues and initiatives contributing to the quality of life of all Kitselas Citizens.  Factors contributing to community well-being include education, employment, health, housing, access to resources, recreation, culture and community connectedness.

Over the course of the project term, the Community Engagement Coordinator will coordinate between Kitselas Council, People’s Assembly and senior staff.  The CEC will coordinate, facilitate, and implement community sessions, to collect information in a manner that is holistic and strategic in approach and includes meaningful community input.

B.      Description of Duties & Responsibilities

 

B.1 The Community Engagement Coordinator will coordinate and facilitate Peoples’ Assembly for the purpose of engaging community;

·         Specific Targets

o   Ensure the development of a community investment policy for Kitselas

o   Kitselas treaty negotiations mandate

o   Key economic initiatives

·         Non-specific Targets

o   Council initiatives

o   Community Comprehensive Plan

o   Community identified initiatives

o   Staff identified initiatives

·         Ensure all working groups established by the Peoples’ Assembly  prepare Terms of Reference, a budget, and obtain Council approval

·         Prepare agenda and ensure Kitselas membership is provided with sufficient notice (via newsletter, public notices, telephone calls) relevant to the weight of the topic

·         Ensure communications and opportunity to provide feedback/response is inclusive to all Kitselas membership

·         Research and coordinate prior community consultation to reduce duplication

·         Organize meeting venue and required equipment

·         Adhere to the Peoples’ Assembly Terms of Reference, conduct periodic review and make recommendations to Kitselas Council

·         Additional duties as directed from Council motion

 

 

B.2. Reporting and communications will be:

·         Reports:

o   Prepare and present a quarterly report to Kitselas Council, or when requested by Kitselas Council. 

o   Key Discussion points and action items will be recorded at meetings and made available to the community

o   Evaluate feedback and categorize the list of needs and/or recommendations identified by participants as a result of community engagement sessions;

·         Develop relevant action plans, work plans, budgets

·         Maintenance of program data, records, files and activities including Community Engagement Sessions

o   Maintain list of Kitselas members and Kitsleas Initiatives

·         Serve as a contact/resource to the community and Kitselas Council to answer questions on Kitselas Community Engagement Project;

·         Attend and participate in required meetings relevant to position;

·         Ensure services are delivered with excellence and adhere to the Band’s policies and procedures;

·         Additional duties as directed from Council motion

 

 

C.      EDUCATION AND EXPERIENCE

·         A minimum of 2 years post-secondary; or demonstrated experience in this type of work

·         An individual with understanding of the practice and sharing of Kitselas history, culture, traditions, ceremonies, principles and values of the Kitselas People; preference to persons of Kitselas Ancestry;

·         Previous experience working in a First Nations community and/or organization is preferred.

 

D.      SKILLS AND ABILITIES

·         Ability to work flexible hours to meet community needs

·         Excellent communication skills ‐both written and spoken with a variety of age groups;

·         Thorough research skills, recording & updating of activities for quality assurances;

·         Computer skills (e.g. excel, word, outlook, power-point)

·         Excellent organizational and time management skills;

·         Proven track record of being reliable and dependable;

·         Ability to prepare and monitor annual budget;

·         Problem solving skills, decision-making ability and conflict resolution skills

·         A responsible self‐starter with limited need for supervision- work cooperatively with other departments within the organization

 

E.       ADDITIONAL REQUIREMENTS

·         Valid BC Driver’s license (Class 5);

·         Access to an insured vehicle
